Bench is weak.Need advice

My 1rm barbell bench is around 200lbs which is very weak but i dont work shoulders at all,so I was wondering if that is the reason why my bench is weak.(not working out shoulders because herniated disc).I can do dips with 45lbs for 3 and skull crushers with 90lbs for 6-7 reps.
