Is it necessary to train abs directly to tighten the waist?

I've heard that in order to tighten the waistline and help achieve the v taper physique I'm aiming for, you have to train your abs and obliques with ab workouts. I really don't understand this because personally I assume this would cause your waist to hypertrophy and widen the waist. Could you guys...
