Are lunges primarly a glutes exercise?

I ask this because when I do them I only get DOMS on my glutes and not my legs, unlike when I do squats, in which I clearly feel the work is mainly focused on the quads.

Why don't people do 7 reps, 9 reps, 11 reps, etc for a set?

It's always either "x" sets of 6 reps, 8 reps, 10 reps, 12 or 15 reps. What's wrong with "x" sets of 7, 9, 11, 13 or 14 reps? Lol, just wondering.
