how to do dips/chin ups weighted without belt weight?

Hello, I was wondering how to do weighted dips/chinups without a weight belt? that is, I can't figure out how to put the dumbbell or weights between the legs at the beginning.

Shoulder press!!

I’m talking machine not barbell, but should you lockout? Also, where should the forearms be vertical? I stop usually a couple inches short of lockout. I’ve read up that vertical forearms produce the most force, but should they be vertical at the start/finish only or through the entire motion?
