higher rep in pull movements than push ones ???

Hi guys Why often do I see programs with higher rep in pull movements than push ones ? for example fierce 5 has bench and MP done in 3x5 protocol but rows and chin done in 3x8 ? I understand that pull pattern must be higher in volume than push to prevent imbalances .
