Excess fat

Is it easier to gain muscle when lean or whilst carrying extra body fat

Im wondering if it would be easier to make muscle gains if i were lean, currently im 20% bodyfat or so strength gains arent that fast. Im wondering, if i were 12% bodyfat would the higher level of testosterone (due to less aromatase) make it easier to build muscle. Or is this not the case, id like...
