IPF rules and bars

Why must bars "not be chromed on the knurling" and why competition PL bars are bare steel (e.g. Eleiko's $1400 CDN PL Comp bar)? Why does it matter to the IPF what kind of coating is on the shaft/sleeve?? Is there a functional reason?

Realistic goals for 1 year

Say if i were to start deadlifting and squatting at 135 what would realistic strength be by end of the year? Is it possible to gain 405 squat and 500lb deadlift within a year for a natty? Average genetics plus bulk. I weight 170ish right now.
