Should I Cut or Bulk

Im thinking of cutting, I would like to hear other peoples opinions. I'm 5'8, 188lbs in the morning 191lbs at night. I bulk on 5,000 calories a day and cut with 4000 calories. Also what do you guys think my bodyfat percentage is? I would say 11-12%, thanks everyone

Started PHUL, main goal is hypertrophy. 16/5'10/175.8lbs. I have no clue whether to bulk or cut. Someone on reddit told me to cut because my body doesn't look healthy, but I'm not sure what weight to stop at.
