After 1 year of transformation - continue cut or bulk?

Hey guys, so I have a little problem. I started to go to the gym exactly 1 year ago but after about 5-6 month of bulking I gained A LOT of fat (from 77KG to 91KG or 170 to 200 lbs). Horrible Mistake! Should I Cut or Bulk

Im thinking of cutting, I would like to hear other peoples opinions. I'm 5'8, 188lbs in the morning 191lbs at night. I bulk on 5,000 calories a day and cut with 4000 calories. Also what do you guys think my bodyfat percentage is? I would say 11-12%, thanks everyone
