This is me after Long injury setback, how can I proceed?

Hi all, I'm 23, 6"4 and 195 lbs. After a long injury, I can finally get back to working out with weights after about 8 months. I'm very unhappy with my the fat in my midsection (especially lower back). Should I bulk or cut first? Any general tips on how to proceed? Thank you!
