How tight should (SBD) elbow sleeves be?

Just bought some mediums and they fit on my arms, but are pretty tight and restrictive. Sort of like a blood pressure cuff at about half pump. There’s some resistance when I bend my arms, but not tons. Not sure how tight they are supposed to be.
