What does science say about lean gains?

I know a trainer on Facebook who claims he never cut and bulked, he always achieved what he calls "lean gains" so he gains muscle without gaining fat. Is there any science behind this, or is he a charlatan? I'm interested in hearing what personal trainers here have to say about this.
