Most effective way to lose 8kg of body fat in 12 weeks?

I am 25y female, 70.6kg with 37.8 body fat (26.6kg fat mass and 41.7kg lean mass and the rest bone etc). I want to lose 8kg of fat in 12 weeks. Is this possible and what would be the most effective way of going about it? Even if it would take longer than 12 weeks - how can I start?
