When you gain fat, will you regain it in the stubborn places first?

I am in the process of deciding to do a bulk or a cut because I am kind of getting too scrawny, but I want to lose it in the stubborn spots so I can do a lean bulk and stay relatively lean throughout the year. I want to tone up my abs and arms but after losing 25 lbs I haven't looked super tone yet.

How important are macros?

Just wondered how important macros are when trying to lose fat? As it stands I’m trying to eat at least 130g of protein a day, staying under 1300 cals. I don’t actively avoid carbs at all costs but I do try and keep it minimal.
