How to diet with a slow metabolism?

If my maintenance calories are about 1500....I can't even lose a pound per week! It's not safe to go under 1200...and frankly, 1200 calories is hardly anything. I don't know how I can keep this up long term. I have 30-40 pounds to lose. At 5ft7 (female), I'm surprised my maintenance is so low....
