TDEE giving me too low of a estimate?

Well not me but I'm trying to help out a friend of mine. She is 5'0 and 127 pounds and when I go to a TDEE most of them put her around 1600 so dropping that even by what is seemed to be recommended is 1100-1200. That's seems hardly feasable, What would anyone suggest for this situation.
