Weighing food before or after cooking?

Hi, I have a question and an example; My package of ground meat is 400g. The macros are 0/9.5/17 and a total of 154 cals each 100g. So in raw weight this will give me 0/38/68 = 616 cals. But when I've cooked it, it turns out to be ~290g. This will be 0/27.6/49.3 = 447 cals. So witch one...
