How much can BMR/TDEE vary between similar people?

Given people of the same height and weight and similar lifestyle. Can one person have 1000 calories more in BMR/TDEE than another for example? Or do they only vary by few hundreds or so?

Got my DEXA scan, need a sane approach to weight loss.

Got my DEXA scan and it is not pretty I am 5'7" and 290 lbs and my lean mass is only 139 pounds. DEXA scan says my RMR is 1701 calories a day. Would lifting heavy 4 days a week and eating roughly 1600 calories a day be reasonable for good weight loss ?

is it typical to be so hungry when cutting

I find when in a calorie deficit my hunger is so extreme that i cant sleep through the last 2 hours of a 24 hour cycle and am hungry 24/7 and am only at a 250 calorie deficit and have a Matinaince calorie intake of 3300. this is even true when i am as fat as a dexascan 15%.
