Dropping in weight but not getting leaner?

I started at 183lb and in about 8 weeks got to 163lb. My face and arms thinned out but when I take my shirt off it looks like I stayed the same shape just smaller. I still have a flabby belly and love handles but 163lb @ 5'10 is pretty small! Any idea what's causing this?
