continue to cut or lean bulk? (skinny fat)

Been cutting now for 2 months, ideally want to get too a good base to lean bulk from but unsure what bf% I am at, and whether to continue to cut or begin lean bulking. Currently doing SL but decided will follow PHUL when I begin bulking again any response is appreciated cheers.

17% to 10% in 2 months? (Pics)

Is it possible? Current stats: 5'9, 156lbs, lbm of around 130lbs, estimated bf is at 17%. If I go down to 140 at a 2lb loss per week it should take around 8 weeks. 10% of 140 = 14lbs of fat - 140lbs = 126lbs lbm, putting me at 10%? Is my math correct?
