Can you effectively build muscle and burn fat

Without counting calories and just eating high protein? It does make sense that it could work, of course I probably wouldn't build a lot of muscle quickly or burn a lot of fat quickly, but it's worth a try. Just high protein intake and not have binge weeks of eating tons of calories and vice versa....

Calories during a deload

When bulking, should calories be reduced to maintenance during a deload? My reasoning being that there is less stimulus and also less calorie burn so any weight gained during a deload week is more likely to be fat rather than muscle?
