Unable to progressive overload- how should I eat to avoid gaining fat.

The title pretty much explains it. Due to COVID-19 the gyms are closed. Right now I’m working with a pair of 10 lb. weights and a pair of 5 lb. ankle weights. I also have a couple resistance bands. My goal is to get slim thick. Should I be eating at surplus or maintenance?
