Should I Bulk? advice for beginner please

Going by home scales, i know how unreliable they are but here goes. I'm 32yo male, 5 foot 9, 10 stone 2lb, 10% bodyfat (which i doubt). should i be looking at bulking to put on as much muscle as i can and then cut? if so then how long for each. thank you
