Oatmeal calories.

When ever I see oatmeal for a meal they say “1/2 cup oatmeal” or whatever. Do they mean dry or cooked oatmeal? These are two very different calorie counts and also 1/2 cup of cooked oatmeal is nothing. I mean, I’m hungry 40 min after I eat that.
