Time to start lean bulk?

Been cutting for 11 months. I'm 53, 5'10" and started at 194 and now down to 155. Calipers say my BF is in the low 11% range. I still have some stubborn fat on my back waist line. Should I keep cutting to try to lose that or start a lean bulk now and work on it in the next cut?
