How do you know when you add more weight?

Seems like a dumb question to ask but... How do you know when to add a bit more weight? How much should you be adding? If I exercise on a schedule without fail then couldn't I bump up the weight after a certain time period every time?

Sticking to BB Rows for the sake of time efficiency

I know that DB rows are probably better as a muscle builder due to better support, range of motion, etc. Do you guys think it's a fair difference though? Personally I row about 20% more (if I double the DB weight) which is a strong symbol to me that maybe it really is vastly superior as a movement....
