Can 5Kg dumbbells increase muscle size?

First my apologies for the newbie question. Can a pair of 5Kg dumbbells be used to increase muscle size in someone that didn't weightlift before and has very limited muscular mass and a slim build? Mostly taking about arms and maybe a bit of shoulders. Thanks in advance for your help.
