OHP & Bench Press

Shoulders are more important to me than chest, but I don't want to skip chest. I've been skipping chest because it makes my OHP a lot weaker. I lost 15 reps total off of my total volume the other day, for example. How do you guys mix these?

Tiny traps

I've noticed that my traps are much smaller than average and wanted to bring them up so my neck doesn't look so long. Would high volume shrugs / deadlifts / etc be able to bring them up to the point where my neck doesn't appear to be as long or is there something else to fix this issue?
