Incline Bench before OHP or vice versa

So my shoulders are somewhat of a lagging muscle but my chest is not. Is it ok to put OHP before Incline bench it's a lagging lift? I do believe you are supposed to prioritize lagging muscle groups this way. Not sure though. Any advice is appreciated. Thanks

Are my biceps small for my height?
