What makes someone "bulky"?

Emphasis on "bulky". What makes a person look like that, as opposed that someone that clearly has muscle and lifts but still leaner, with the right proportions and size? Is it an overgrown chest? Bigger (muscular) mid-section? Bigger arms in proportion to body?
