Are my biceps small for my height?

I'm 5'6" and my biceps are ~13 inches around. I've heard that 13" is around average for males, but given that I'm below average in height, is this bicep size decent or is it small? Of course, I'm still trying to get bigger, but I don't know where I stand in terms of arm size.
