I dont know if this should go under here, since I am new to the forum on BB.com.

Anyways, I have recently lost a lot of weight, and plan to lose a more. My question is should I cut down first or bulk up and gain muscle, then cut down? Providing its summer, I would prefer cut down now, then bulk up in the winter, but which one should I do first?

It's hard to give you any advice without knowing your body composition. Do you have any pictures? Measurements? Hight? Weight? Bodyfat %?

My personal opinion would be bulk then cut. The reason for this is the more muscle you have the higher your RMR will be and therefore the more calories you will burn at rest, making it easier to burn fat. Secondly, your body burns more calories in cold weather due to the extra work it has to do just to keep you warm.

This is only my personal opinion and I am sure others will disagree, but I suppose its simply down to personal preference.
