I have, in the past, bought a specific brand of non fat ricotta cheese to make baked ziti. The label used to have as it's first ingredient, skim milk.
Reading the label this past weekend, the first ingredient is whey, followed by milk etc.
Does whey naturally have no fat?

whey is just the watery part of milk produced when raw milk sours and coagulates; "Little Miss Muffet sat on a tuffet eating some curds and whey"

yes. whey is naturally low fat.
