I'm grinding a half cup of oatmeal in my shake along with 2 scoops of 100% whey protein for a post-workout shake. Would this also be a good pre-workout shake?

It'd be better for pre than post. Post workout, have the whey with either some dextrose mixed in, or gatorade powder. Post workout you will want fast digesting sugary carbs.

I like to have a mix of high and low GI carbs postworkout. Usually I go with 2 scoops of ON (46g protein) plus about 30-40g carbs from dextrose. Then I'll eat some oatmeal (1/2 cup, which is 27g carbs).

If you were to just use ground oatmeal, though, I'd put more in the shake. You don't want more protein than carbs in there postworkout. If you only use 1/2 cup oats, that's only 27g carbs and 46g protein (from the whey). I aim for at least 70g total carbs postworkout along with my 46g protein.
