Our pitching leg workout has dummbell jump squats in it. Just as any other exercise.....you do the reps slow on the way down and jump up out of the squat position in an explosive manner. It's to build up the hip flexors for explosive strength more then anything else. It's a great sports specific exercise for all explosive sports. (baseball, basketball, football...)

However, a word of caution....the flexors are very fragile so you should work with light weight. Nobody on our team has used more than a 15lb dummbell. (and we've got some wheelz) Our workout has 3 sets of 10 jumps.....with the goal of making it to 3 sets of 15. It'll kick your ass when thrown in with any leg workout.

Yes, I do them all the time, with two variations.

I go deep and heavy on one variation.
I go light and do not go as deep but enough cushion so the knees won't get messed up and go up and down as fast as I can.
