I have read lots of places that if I am to bulk then I will gain fat which I will have to later lose to become defined again.

My current diet consists of 3000 calories with
Proteins: 252.5g
fat: 35.75
carbs :290.5

Since I'm only taking around 40 grams of fat a day does that mean that I won't be able to increase muscle size and weight? If I do manage to increase size will it be because of the fat?

If a person does not eat a lot of fats will that person still lose definition and have to cut later?

you got good ratios for bulking but I would UPPP the fat to about 80-100 grams. Fat is a great natural testosterone booster and thats how you will gain the muscle you want. Besides they keep you fuller longer and they are good for you heart (if you pick the right ones, ie, olive oil, flax, nuts, PB etc)
