started my bulk 3 weeks ago with a 500 cal surplus. In the past three weeks I've gained 0.3 kg and gaining about 0.1 kg a week. Is this too slow? I think I've read in some article that the maximum amount of muscle you can put up is 0.25 which is about 1.1kg right?

That pace isn't too bad if you maintain it, maybe a little bit slow, but should minimize fat gains. And 3 weeks is barely enough time to make adjustments unless something was really far off the mark.

500 calorie surplus means you are gaining, 0.5kg per week, not 0.1.

It's fine. Building a good body takes years.

However, if you're a lean beginner you should be gaining 2 pounds per month. If not slightly increase calories.
