Not well. He's fluent in German but English is one of the hardest languages to learn if you're not a native speaker, especially if your native language has a completely different structure like Russian, Greek, Arabic, or one of the African and Asian languages.

Truthfully Putin is an intermediate English speaker and has a heavy Russian accent. There are some YouTube videos of him speaking English

Well considering Russian is Russian and English is spoken by plenty of European countries one would assume that someone in politics whose been in politics would have learned English at some point.

Have you ever been to a European country? Yes, they might speak English but don't think for one second that they're under any obligation to simply because you don't speak their language. Germans will tell you right quick to fukoff over it.

That's true, and most countries in Africa, Europe, and the Middle East, have American/British Schools that teach English. On the other hand Central America, South America, Asia, and Russia definitely put less emphasis on linguistics.
