Currently Im 82kg (around 19%bf) and my goal is 86-88kg (15% bf). My question is until how many kg should I bulk and then cut?

If that 19% is accurate, I would cut now. Probably better not to bulk if over 15%

The problem is that I dont have that muscle and Im kinda like skinny fat thats why Im bulking. I was 75kg like a year ago and had no sign of abs.

That's why you perform bulk/cut cycles until you reach your desired goal. You aren't going to get this done in a single bulk and a single cut. There are many reasons not to be bulking over 15-16% body fat but it should suffice to say that given two people the first guy is 12% bf and another guy is 18% bf with the exact same calorie surplus let's say they each eat 400 cals over maintenance and have similar training the 12% body fat guy will absolutely put on a better ratio of muscle to fat.

19%bf is ok to stop bulking (or 20%). Then cut until you get 15% and if you don't get your goal (this time you won't obviously), repeat the process, bulk trying to gain less fat than muscle (0.5 pound of fat per pound of muscle would be great, 1:1 will be fine also, but suboptimal) up to 19-20% and the cut until 15%.

Why 15%? is not better for you 10%bf?

Very bad.
Cut.
Or if you want, it will be a good to gain 8kg in 1.5-2.5 year, if you want to bulk faster, you will just become fatter

time to cut already. you will need more bulk cut cycles. dont let your bodyfat go above 15 %

How can I approach it? I mean. 500 calories deficit or I should go for 300 and get 200 calories from cardio? Cause I like to do cardio generally
