I heard with intermittent fasting your body is more anabolic later in the day and early evening which is why some people that do intermittent fasting they go almost the entire day without food. Is this true? And if it is is it true in general or is it only if you're doing an intermittent fasting routine?

What is your definition of anabolic?

Many people are a bit stronger in the evening than during the morning and time their workouts accordingly. I am not aware of a parallel regarding muscle protein synthesis regardless of intermittent fasting status.

You are wasting time with this line of thought. Timing foods and workouts isn't going to increase muscle growth.
