hello, sorry if this is wrong place newbie here... so I am 6ft 4 inchs tall and i was around 175lbs.. and i have bulked up to 190lbs and still going.
my arms are about 13.5 inches when flexed and obviously are incredibly small for my height. so i was wondering what size arm would look good and what weight should i try to be at.

thanks.

It also depends on how long your arms are, for your height.I've seen tall guys with arms as long as mine( 5'10).
Seriously the bare minimum for your height would be 18 inches lean.A lean 18 inch arm( if you have nice shape and full bellies) can look more than decent.
Your shoulder width also matters, if you're wide then you'll need a larger measurement.

The size of a good looking arm will be when it's at a size where it looks good.

Which brings us back to the age old question. Which came first, the size or the look good?

I'm 6' (maybe 5'11"+) and I had just around 17" arms for my show - I was proportionate on stage, definitely not overly large and certainly not lacking in appearance. I weighed 167lbs competition morning.

Janaka's arms look proportionate like he said, I'd shoot for the same size.

Interesting to note:

Arnold Schwarzenegger claimed to have 22-23 inch arms pumped. Arthur Jones measured Arnold’s arms when they were pumped, and they taped out at 19 3/4 inches. Quite a tall tale told by the Austrian Oak.

It is said that Arnold was taking gear at a young age, and when he was young but already built the muscular structure for shows, he'd have around 16-17" show-worthy arms.

20" arms are considered impossible for natural unless you have like 40% bodyfat or great genetics.

Mr. Olympia champion Ronnie Coleman has 22 inch arms on competition day...............

And what about natural bodybuilders? Reg Park had 18.5 inch arms, Steve Reeves had 18 inch arms, and John Grimek’s arms were 18.3 inches. Unless you’re incredibly tall, or a genetic freak, you will never hit 18 inch arms as a natural.

So what arm size is respectable for the Average Joe natural bodybuilder? 15-16 inch pipes. If your guns are that big, people will consider you strong, and most likely will recognize you as a bodybuilder.

In my opinion: (THIS PART I COULD BE WRONG ABOUT) :

- 13" - 14" natural arms are the arms of someone who works out regularly for 1-5 years (depending on genetics/diet/consistency)

- 14" - 16.5" arms of working out 5-10 years.

- 16.5" - 18" arms of working out professionally >10 years with consistency and eating a lot and having decent genetics.

(I fully fully understand if the above "bullet points" are inaccurate, I'm not as experienced as you guys, so please feel free to CORRECT ME).

just build everything

and at your height you won't really be impressed until you have 18's if you really are into the sport

I doubt there is any hard and fast ratio, if you are taller and you have 13.5 inches, you will have more muscle than someone who is 5'10 with 13.5 inch arms.
