what's this muscle called, and what exercises can I do to build it?
If possible, without bulking up the rest of my abdominal muscles?

I believe that's the external oblique.

Itd be hard to isolate this part without working the rest of your abdominals.. but I would think that some good exercises to build it would be weighted side bends, and any motion with a twist at the waist.

Weighted oblique crunches will do the trick.

the obliques perform trunk rotation and lateral flexion, simply running will give them a workout.

If what you're looking for is more definition then you need to lower your bf drastically, although it isn't healthy in women, plus I think you look fine now.

I think you are talking about the 'adonis belt'. It's mostly genetic for it to stand out quite a bit. Working your obliques can help a bit but it's really about how you're built.
