Hi

I am completely, severely intolerant to dairy, gluten, oats and a lot of fruit/veg. Eggs are fine though

What are the cheapest LEAN protein sources? I don't want random cuts of chicken, only breast / drumsticks are lean enough in my eyes.

I'm guessing tuna is #1 is that the cheapest fish?

Why do you want "lean" protein sources? Obviously, fatty and protein rich whole and minimally processed foods tend to be much more nutrient dense, often less expensive, and much tastier.

For example, fatty cuts of meat and fatty fish.

You are 6'3" and 165lbs. I would think lean foods would be low on your priority list.

Turkey Breast Steaks are cheap & packed full of protein.

If by lean you mean low in fat... be sure you are meeting your minimum requirements for fat. Too many people avoid fats.
