IM a 18 year old 6ft male who has a small belly lol.
IM looking for cheap meals that can help me lose weight but also gain muscle.

Here's a look at my fitness routine starting today.
3 pull UPS
40 sit UPS
40 seconds of push UPS that you don't push up on.
Running so far 1.5klms in 8 minutes.
Please help with meals I have no idea
And I have no gym equipment apart from a treadmill and pool.

How much do you weigh? You cannot lose fat while gaining muscle. Most likely you want to gain muscle first and then cut the fat.

Start by calculating your tdee and macro nutrient needs in the stickies above. Eat at a surplus of about 20% then invest in a gym membership and start doing a simple full body workout routine for beginners. All-pro has a great one posted in the workout forums.

Any questions?

I don't really weight that much considering my size but the belly sucks.
I do enjoy running.

See I have no idea what a tdee and macro nutrient needs are.
And I can't really afford gym membership.

Well in terms of losing the belly, you gotta lose weight. Eat at a 10-20% deficit to your tdee. Exercise will help you to prevent muscle loss
