On a 3000 calorie a day diet, how many grams of carbs is considered "low Carb"

Relative to what? This question is arbitrary and has only subjective answers, which would not be useful.

not sure specifically what it would be for those calories, but generally under 100g is considered low-carb.

There's no consensus, but 130 grams can be considered low and 30 grams very low (ketogenic level).

Not sure why it matters what's considered "low carb" or why you feel you need low carb

I also cycle my carbs and on my training days I have 650g of carbs and on my rest days usually around 180g of carbs. It may not sound lowish but it still is 3 times less than on my training days, so I for me it's pretty low :)
