Currently I'm 6-1 weighting 176 lbs, 11% body fat.

When you guys think I should start a cut, at which weight.
I don't have a clue. How much should I lose in lbs or percentage of body weight?
My final objective is 188 lbs just like Chad Johnson (Ochocinco).

Please help.

If you want to be a lean 188, then you should cut around 200 to 210 or so

How lean(body fat percentage) would I be if I got to 200 and then cut?
It's really tough for me to gain weight. I gain like 2lbs a month.

Well if you were 200 and 12% then you would have 176lbs of lean mass on you. 210 @ 12% leaves you with 185

Do not just bulk to a weight for the hell of saying "I am X amount of pounds. Now I can cut."

Stay lean, slowly gain lean mass. Do not try to rush it

It's likely that you're a few percentages higher than you think. If you really are at this point and don't possess the knowledge to do a proper cut, I would look into the nutrition section stickies and possibly seek out some training. It's better to learn and not be lost anymore than waste a bunch of time doing everything incorrectly.
