that would depend on a lot of factors. How much protein? What is the overall caloric intake? Training experience? Plus genetics also factors into this.

Not enough info, but it's possible, hell even probable. Seriously if you're looking to build muscle and lose fat, then yes it is possible, how far below your TEE would make a difference, but in general you can gain SOME LBM while losing body fat.
