I normally wake up and go run every morning then come home, eat breakfast, and go lift. Are doing these things offsetting each other? Is my cardio offsetting my weightlifting?

What are your goals?

How many calories are you eating?

Your post basically told us nothing.

Strong and cut are two totally different and very vague things. Are you trying to lose fat to look more shredded? Or are you trying to bulk and gain strength and muscle mass?

You tell us. Are you getting stronger? Do you feel too tired to lift intensely?
