What is the minimum calorie surplus you should be having for a 'clean bulk,' I feel like I am putting on too much fat doing around a +500 a day and starting to miss my flat stomach

I have heard of as little as 250 cals over maintenance for a bulk. the thing about bulking is that you are trying to add mass and you simply have to get over the fear of adding some fat

15% above maintenance.

A person who maintain at 1500, does not need 500 on top of it...

2400 + maintenance, due to activity, might benefit w 500 + or 15%

so do you think if I just ate healthy at around a 250+ I would be fine then

RickyMartin, you weigh 187. Considering height and weight, and the fat % in your sig you should be maintaining at *around* 2600 cals. For a clean bulk, I'd go for around 3000 cals a day. If you find that makes you fat - decrease that I guess.
