I'm a 20 year old male, 5'8'', 162lbs, Around 20% BF. I really can't figure out if I need to bulk up or cut down and hopefully you guys can help me out!
Judging from this picture would you recommend that I bulk up or cut down?

Bulk. Thats my vote at least. I definitely would not cut. If you have some fat on you, its gonna make it even easier to add some muscle mass. I say gain 10-15 lbs of mostly muscle, then see if you need to do a little cutting.

Well, you're not exactly giving us a lot of information to work with. What are your goals? What is the timeframe that you want to give yourself to reach them? Do you have any hope of hitting the beach by this summer?

If you're a beginner, even cutting can give you some muscle. It did with me; I lost 8% body fat and only dropped about four or five kilograms. If I were you, I would focus more on cutting until around 12-14%, and then start recomping to work on both. In my honest opinion, people shouldn't focus 100% on bulking until they are under 12% body fat, unless they are going for pure strength. Starting to bulk at a low body fat percentage gives you huge results, and then when you cut again it's incredibly easy to lose the 4-5% you may have picked up while bulking.

My goal would probably be around 180lbs with 10% BF. This is basically a long-term goal, I would like to be there in like 2-3 years. But yeah your post made alot of sense so I will be cutting to around 12-13% BF, then I will do a clean-bulk. And yeah I'm a beginner, thanks for the help!

Bro seriously cut, no need to go over the top on a bulk, In my Avi I am 215lb @ 12-14%bf and that was my top mark on a bulk.
