Hows this seem for cutting?

Im 198lbs at 15%

7AM - Bowl of oats with handful of rasins 300ml skimmed milk

10AM - Banana

1PM - Turkey Sandwich on wholeweat bread (no spread) with a little salad, Apple or Banana

5PM - Tin of Tuna

8pm - Chicken breast, Carrots, Peas and Sweetcorn 300ml skimmed milk

I will be ating this exact diet every single day until I get below 10% will it work?

yes - but you will also lose tons of lean mass and even worse yet, once you get off this diet you will gain all your fat mass and more back.

You should be consuming 10-12x your weight in calories.
What you posted above is wayyyy under. After weeks of starving yourself in this manner, your metabolism will be so slow you'll be adding back fat mass as soon as you return to normal eating.
This is a common plague your "average dieters" face.
