I'm 5'10 191 right now...idk bf%. (im not jacked, think athletic kid who put on chub because of an injury and now has a gut and love handles but not noticeable in clothing)

I am cutting, dieting strichtly (beer on weekends, i mean, i am in college) but other than that, nothing bad....

I will

Lift MWF, 20 min bike cardio after lifting

I will run 35-40 mins every night for cardio...and on T/TH run in the morning as well.

How much can I realistically change in 7 weeks? (thats when i go home for summer) (when i go home, i work manual labor over the summer and will keep lifting, so thats not a problem then, but id like to be cut down as much as possible by then)

You'd be amazed at how much you can lose in 7 weeks, I was 5'11'' 167 pounds and I've been doing pretty much what you have planned. Worked out mwf lifting weights with cardio after. Lost about 10lbs of fat in 4 1/2 weeks and in another 4 weeks I should be nicely lean and ready to pack on some muscle.

If you really set strict standards with your diet and exercise program, you can make total body transformations in 2 - 3 months.

and 7 weeks is 2 months, almost.

I plan on still working out when i get home...but the plan will be different. I will still likt 3x a week, but will probably only run 4x a week (non lifting days) because I do manual labor and am usually beat to **** after work.

beer is what ruined me in college...i was your typical frat boy, throwing them back every thurs, fri, and sat...when you think about it...avg 100 cals per beer, you can easily put 50 back in a weekend, add on shots and you can put 7000 cals of drinking in a weekend...that's like all your weeks work in just drinking, doesn't matter how much you run the next day...try and keep as moderate as possible and stick to vodka/tonics....
